Treat her like a friend to a certain extent. If he wants to develop a relationship with the girl he needs to make sure his intentions of courting her are known other wise she will see him as a friend and won't consider him as a potential romantic interest. Its not rocket science but what you are suggesting puts a lot of guys in the friend zone.
