Yes you can buy it online for $17. I bought one year for $28 last month. Both consoles have the same online price if you purchase it from the correct retailers.

But a reoccurring subscription is going to be cheaper, plus the fact that the cards for Playstation+ would be worth less so retailers would sell it for less.
