Because if they can choose their icon for ranks from a list of icons, once guild could have say... a spade as their icon for the leader and another guild have the spade as their icon for new recruits. Happen to be in both of those guilds that use the spade for different ranks? It's going to be confusing.
Only resolution I can think is to tier icons so two different icons can't overlap ranks from different guilds. For example a crown only being able to be used for the leader position, a pawn only being able to be used for the new recruit rank and so on.

HONESTLY
If you switch tags you can check what each icon means for that guild, it wouldn't be confusing. There could even be an icon shops or guilds can upload their own icons.
If its honestly that hard for you to keep track of which guild uses which icon for which rank (i suggest allowing leaders to choose the icon they want for their rank system... but I'll make up some type of solution anyways)

I mean for people who are
truly loyal to one guild this isn't an issue. but for those of you who use multiple tags
often... There could be 4 default icons, 1 being the leader icon, 1 being the co leader icon, 1 being the next rank, 1 being the lowest rank. The default leader icon can be used on 2 members(the leader himself, plus one more leader within the guild). the default Co leader icon can be used on 3 members. the default "3rd" highest rank can be used on 5 members. the 4th and lowest rank can be used on 15 members. 2+3+5+15=25. If you TRY to add 3 leader icons to 3 members, you will receive a message "you already have two leaders." Same goes for any other rank you try adding more than the limit to.
When you are on tag you can see your guild members and see 4 different icons with a
green outline among everyone, and when you view allied members you will also see 4 of the same icons among the allied members
except with a
purple outline.
^ kind of annoying and restricting, would rather the "confusing" icon system first suggested (not really confusing, you can check on the guilds members list which icon goes with which rank)
