I would suggest going over to the arrow spammers and pk them until they've had enough and leave. It's not really free kills if people are letting themselves get spammed by arrows. The arrow spammers aren't invincible. Are they annoying? Yes. You just need to shove them away. However, if it becomes trouble some as to where no one can even get into the top of the tower they should make the walls deflect the arrows like you mentioned.

That was my method at first but how do you make 3 people arrowing leave u attack one there's 2 still u attack another and the one from before comes back. If u attacked mod throughout the day you would notice how bad it can get at times u can't go up the stairs because arrows just pushin you one way or the other hard to enter the small space.
Also the defenders aren't really letting themselves get killed they have to defend. If they left they'd lose the tower obviously
