Graal in general has weird ways to monitor a game to begin with. Most games hire people who are paid and willing to actually help and improve the game community instead of fooling around with the community. Then again it's probably due to budget issues Stephan isn't able to hire as many people as he would like. But at least they have strict rules for staff members to maintain their status.
