Pretty sure you where staff before rewards were implemented.

Nope some staff occassionally got it while i was there.
but neverless the problems more that staff haven't got a freerole of making stuff or they haven't had the intuitive to get projects going.(made worse by the talented not doing stuff/the now small staff community)
