You need to be more specific about the situations of the 2 daughters. Someone would need more information about their up-bring to analyze the situation. There are many factors that could cause one daughter to be less successful than the other.
But say both daughters did their best in school and work just as hard as one another, but one ended up more successful than the other then I don't think she would deserve to be treated differently.
But say the reason(s) one daughter was less successful than the other was because of laziness/drugs/not giving af then yes I think she deserved to be treated differently. You can love them the same while treating them differently. You would also take into consideration how they were brought up. Was there favoritism between both of them, was one given more support than the other, stuff like that.
This also depends on what you mean by "better"

Daughter #1
Successful doctor married to another doctor. Big house, expensive cars, but the husband cheats and her 15 year old daughter is hanging around the wrong crowed because mom and dad are too busy to give her any attention.
Daughter #2
Nurse married to a mechanic. Small house, inexpensive cars, loving husband and her 15 year old daughter is the all-american girl because her parents are broke so they don't have any choice but to spend time with her.
Who's doing better? Most people don't associate happiness as part of being successful. I rather be poor, but truly happy than rich and miserable.
