Things like this make me think OP has a biased view. I've been requesting an email change but I'm always declined. I can provide the exact same info OP did and I always get denied.

The original e-mail he had is associated with a privately owned company that offers e-mail service to customers.
This means if he switches to a different service provider for whatever service he gets from them, he most likely would lose access to it.
That case is different from changing an e-mail that is already hosted through a public service like gmail or hotmail because you will always have access to your account, it's not really a big deal.
