They should do what they did two years ago when you go to different houses around the map. The NPCs had a basket and you could get items or something.
I would say to use the house-to-house idea, but make it so you need a costume to get the items.
The costumes could only be won by helping the Onnet witch with getting her ingredients.

We really do need to include that Witch in Onnet every Halloween. We can't just let her confuse graalians in going through that forest with no prize at the end.
