Well we're still beating a dead horse then, cause adding a ping cap doesn't fix warp my friend. The ping fluctuation cap that was discussed would do the trick but it's also been said that this can't happen until the servers upgrade (which during times where there are a lot of people on contributes to the warping problem itself).
Also, definitely not less then 1% of people exhibit warp, much less delay.

If you have a constant lag cap, as soon as someone who is sparring is pinged at higher than the cap, they would be kicked and lose the spar. I don't see why we would need a fluctuating lag cap.
I can only speak from personal experience, but I spar around 50-60 different people a day that I play. Most days I only encounter 1-2 people with the lag I'm talking about, if any. But I can't conclude on the percentages with such a small sample size.
