Paint.net is better for editing pictures, Gimp is a very good software when it comes to pixel art.
You should watch some videos about shading and line art, but to be honest only practice makes you better. There are some funny studies about talent btw...

I use paint.net for all my pixel art lol. I find Gimp more difficult.
