I've always wondered what these boots might ever be. Kind of remind me of Pegasus boots. Hmmmmmmmmmm. Maybe they will be a quest item called the ultimate boots that will be all the boots combined.

They're "staff boots". i.e. what staff use to run around and over walls and such. They're not something that will actually be implemented.
