I once had planned and partially scripted (visual setshape2 serverside changes) something similar to what you have said, but it wouldnt just be one tower I think, the following images are defense towers to defend some kind of guild fort that guilds would be able to build and upgrade for whichever purpose they want (costing resources of course), but at each upgrade they would have more firepower (more damage/ longer distance) which only the guildmembers themselves would be able to climb and use the weapons, notification upon attacking of foes

In those 3 stages, the first 2 would also show a fence that would imply that its under construction, aswell as worker npcs that would be there or even being the players themselves taking action to progress it further and attackable by the foe to stop progressing (unless protected by the guildies)
