I have this game on PC and on steam. I'm in Australia and there's no region lock for me, I get americans and people who speak different languages on a regular basis in multiplayer.

i think you didn't got what i said.
Steam announced in December 2014 that they are putting region locks on games.Now if someone buys a game from Russia and tries to play in US then he can't bcs of the exchange rate.
I bought this game from UK and want to play in Asia...now i'm not sure if this happens to me too.
I can play with other players from different regions if i want to(except Japan because of several reasons)...if i don't have this region lock stuff going on.
