*clears throat* I take it you've never heard of volunteer agencies then. Volunteers sign up because they want to help. If they don't want to help(or do something) they shouldn't be there.
Of course.. there should be such flexibility that volunteers can work in their own time but there is always some kind of urgency in one way or another.
If this is what you meant, then you really need to think before you post. And no I'm not even trolling, this is just my 2 cents worth.

Yea, but a professional fire department is more effective than a volunteer firefighter, and even with volunteer firefighters they get training and know how to get compensated via tax deductions.

Yep. Nobody's paying them, so unless you consider volunteer staff as slaves, you should expect anything you see from them as a bonus.
Edit: As an addendum, I would like to say that expectations are not motivations. Anyone who volunteers has motivation, whether it's for learning, social status, or making the world a better place. The general social contract for volunteers is about the motivations someone would have for volunteering.
