this was a problem long ago and still hasn't been solved . i think the major problem was players who take it too far . times have changed from a lot of players wanting to do nothing but spar to a lot of the players wanting to do the quest's , play events and so on . but more then that it was thanks to players who want to do nothing but cause other players nothing but grief by chasing then from one end of the map to the other non-stop . thanks to these occasional assholes levels started becoming "no pk" one by one until the whole map was covered and players had to go to a "spar house" just to fight one another .
This happened on shade legend as players started idling in the area0 level (which was the center point of the whole map) . they would idle there and do nothing on the server but kill the new players as they were coming and going trying to do the quest's and have fun , which was ruined by a handful of asshat's who had no intention of actually playing the server . so when that area was made no-pk they all got pissed off and left . so once again players were able to go to and from on the server without the unwanted distraction's .
Now don't think I'm disagreeing about this cause i can see your point . But if it wasn't for players with too much time on they're hands to just follow the same players around for three or four hour's straight every single day i don't believe whole map's would need to be no-pk zones . This may be why graalonline put so many restrictions in place like harassment ending up in so many ban's . simple cause of players not having some self restraint .
