Why can't Graal make use of their GP's and have about 2-3 of them monitor the forts? Reports take too long to handle during these scenarios since either they would ignore it or are offline.

Having a
single GP permanently monitoring towers is overstating the amount of hackers in those areas. I'd rather have them searching those soliciting underage nude pictures. Hackers also tend to play in spar arenas so if they were to dedicate a gp to the search of them, he'd most likely be in the Spar Dojo.
Take a second to report these rather than focusing solely on the flag. Don't expect anyone else to do the work for you.
