Supposedly it was either around 70% close to finishing, or around 33%. I can't remember the exact numbers. Itoi thought it was close to finishing, Miyamoto thought it was under 40%.
Needless to say, there probably is a beta floating around under the radar somewhere.

Unfinished betas are interesting to explore, but ultimately disappointing. I would personally like to check out a beta of The Legend of Zelda: Ocarina of Time, but it wouldn't be something you could actually play through. Just a collection of oddities. :p
