9+ means you have to be at least 9 years of age to play the game (according to its rating). It does not mean that the game is specifically intended for 9 year olds.
(Fyi, when I said all ages, I meant all ages over 9. Though personally I don't think anyone under 12 should be playing an MMO)

I've seen people with status claiming their 10 years old.
Even so, the target audiences is 9+ where kids are allowed to play it.
