Alot of these things don't really come down to the classic developers...
-I'm pretty sure that arrow chain attack is actually an engine glitch beyond the control of classic's 'softcoded' scripts which has existed since the v2 client....
-Unixmad's history with messing around with people should tell you no one's going to get paid other than himself and perhaps the managers of each server(although no linear amount based on each server's success I'd guess)...
-Same case with the server, it'd cost unixmad more money. Until he starts losing more money than he makes on people quitting due to an overpopulated server I don't see why he'd bother, and then.. why australia? Have you seen statistics of the spread of IPs and their pertaining service providers/countries to warrant a server in the Australasian area? If so, could you please share?
Also with questing, what the heck? It's obvious more quests and more daily events would mean a better server, several threads and posts have flooded the forums already.. A more productive request would be listing certain aspects of the server that already exist and capitalising on that existing infrastructure for minimal development cost such that they could be turned into things like a daily event, quest, shop, whatever.
Stop pushing silly requests you know won't happen considering you're a frequent forum-goer, and focus on pushing for feasible things such as placing horses in the mounts folder and splitting guild chat from private messages.
