Its default clock rate is 3.9 ghz, but apparently there's some "turbo" feature that brings it to 4.2 ghz that won't ever kick in. Weird thing is my old cpu always had the turbo on with the stock cooler without issues.
To make things more confusing, the temperature readings dont seem to be accurate- it says I idle at like 15 C, which cant be right. BIOS however has the correct temperatures, but I have no way of testing it under load.
Is there a safe way to overclock? I'm scared to ruin my CPU.

As things get better like this it's safe to assume that stock fans and such won't be enough if they're high like that. But then again I don't know anything about this stuff.
TL;DR
I'd assume no due to not enough coolants.
