Why can't I pick up the PC passenger with my car? I stay around the passenger for a lot of times. And it still move to the others player's cars. I really don't know what is happening. The pc passengers just do not come to my car even if there are no other car waiting here. ps. I test this using pc and mobile. Both are useless.

Did you even get a Car Mission from a Mission Guy? If so,then double check your map to see whether you are waiting on the right spot.
