Drizzle summons rain on switch for 5 turns, 8 with Damp Rock. The most relevant things it does is activate Swift Swim (doubles speed on Pokemon with the ability, makes for deadly sweepers in Kingdra and Kabutops), increases BP of Water moves by 50%, decreases Fire moves by 50%, activates Dry Skin (heals 1/8 HP under Rain, easy setup for Toxicroak), activates Hydration (removes status at end of turn, Rest is now OP), Thunder and Hurricane are boosted to 100% accuracy.
Unless you're building a team around Drizzle/Rain Dance, I wouldn't suggest using them. Politoed is really weak individually, and the rule of thumb for making rain teams is to have at least 3 Rain setters which limits teambuilding. But, if you're really skilled with Rain, it's by far the deadliest weather and can tear apart unprepared teams.
As for the Dragonite, I would personally try to get an Adamant Dragonite with DD/Dragon Claw/ESpeed/EQ. Jolly Dragonite isn't very optimal, since it's base speed is already low enough to the point where it doesn't miss out on any important speed ties. Run a Weakness Policy set, whenever you're hit super effectively (which is no problem to tank thanks to Multiscale), you get +2 Atk and +2 SpA. If you DD on that turn, you're at +3 Atk and +1 Spe. If there aren't any counters left on the field, it's pretty much GG. Dragon Claw over Outrage because Fairies, Steels, and surprise Talonflames and Bisharps that need to be outsped by ESpeed.
And if you want Dragonite to really shine, consider Rapid Spin or Defog support. Stealth Rock is a bitch.

Wow. That helps out a lot. Yeah, I really wasn't planning a team built around rain dance/drizzle so I guess Politoed isn't going to be too useful. Adamant Dragonite huh? That does make more sense since his base speed isn't the greatest and his attack is really high. That's starting to sound a whole lot better though with the setup you suggested. What Pokemon would you suggest would be a good rapid spin/defog and is resistant to stealth rocks?
