I think the circus tent in MoD Town had potential to be something like this, though that's probably just rumours.

This would be a perfect place, however, I currently feel it isn't very accessible, I was thinking about The Brothers football pitch building, as that could add a main hub room which can warp you to practice arenas and the football pitch. Also spectators would be able to watch.
