You do realise that's just clientsided right? If you change from the snow house to a different layout it will be there until you restart your client. (Others will only get ice skates but won't see the actual snow graphics).
Maybe you found a real way to do it but I never saw anyone with a real way except custom admin houses

For the first time it happened that I got the visual tileset, and the folks who came to my house saw the same... normally it would just 'act' like it was snow tileset - people would appear to skate and such...
Alas, when I logged back on today it is changed back
