Because of Kyogres abillity, and thunder cant miss in rain, Its a powerful pokemon, and can knock most tanks out. When hit by a weakness. Weakness policy adds 1.5X damage to attack and SP.A making it more of a threat. although the base Def stat gets low, it has a good Sp.D.
Any suggestions to make Kyogre better?

Damp rock is completely useless as it only affects rain that is started by a Pokemon move. Choice Specs would probably be better. Also, special attack based Kyogre is probably better.
