it says guild pic has been changed and updated, but it is the same. I have to wait a half hour and upload a second time in order for it to work.

Take a moment and re-read what i said. Yes, it is a bug. Also, there is no notification for when a guild pic is submitted unlike that of uploads. This has happened on multiple occasions. I have to manually submit the pic twice, bot justt wait a long duration.
