Whenever places like Revolution would open some of the hats were player-made. You could always submit your hats to the graalonline email and if they liked it they would find a use for it. *(if i'm correct that is how it goes/ never did it myself but via friend submitting hats experiences).

If you know someone who is truly talented and they want to have their hat in-game they can always make hats for 1K guilds.
