Not sure if it was intended but you can't equip two loot items. "Cannot equip the same item to both slots". Perhaps you could compare item names not weapon names? Not sure why this was even put in place.

Comes from a fix that Dusty did on mounts a month or more ago, I believe...
There was issue with equipping two different mounts and switching between them...
