Not 24 hours, I was just thinking I'd need to have some sort of setting because of people complaining that they got a guild and recruited one person and need to wait 30 minutes to get another person and so on just to get started.

Plus if a guild noob recruits it could only do it that first start, of they delete and remake the guild every day then they won't be accumulating tower hours.
