No, he means server lag. I don't remember the exact reason, but when the Spring update was released there was a bug in a script that was warping all players to Graal City. This is what caused the server to lag so bad, because he said when there are a lot of players in one level it exponentially builds up lag or something like that.

I am not sure if this will help, and if it does, it will only be temporary, but hey. Anything helps. Due to the fact that there are too many people the same level, after events, with the /kickall, why not code it so it warps to random places, like unstick me. That way, we don't get 50 players all getting warped to 1 spot instantly.
Another way could be to make sections different levels. I don't mean by literally cutting it, and making doorways, but when you enter a new level, it has to load it. This way, the over world isn't as laggy. Not sure how this would work, just an idea,
