Last time I checked a lot of the "pros" join a guild push it to 1k then "retire" that guild and start a new one and take it to 1k. wash,rinse,repeat.
for example a lot of the Zxenix chat blockers went and formed gem and they are flying along with no sings of slowing down.

Idk how the guild leaders choose there 25 ppl for the hat. But I think there should be guide lines in place to prevent them from handing out the hats to there friends that didn't help the leaders guild that much that we have all heard about. Like you would have to have at least 100 hours on that guilds tag to qualify for the hat list.
