Some items are intentionally sold for a brief amount of time to make it rare. It provides more income since some players never really know when it's going, so they don't want to take a chance saving up. If we were to have a "second chance" store, why not just sell the item longer?

Another idea I had was when the nexus/revolution/holiday ends to move one of the hats at random to the swamp flea market and sell it for a slightly reduced price.

Then no one is going to buy the hats at full price. Everyone would just wait until a hat they like is sold there. Also, it wouldn't be fair to the ones who forked over five bucks to later see it sold half priced.
