The bull room is instanced whereby there is 8 rooms you can possibly get warped into. It adds you to the room with the lowest amount of players. I didn't physically add 8 new rooms lol.

If you guys didn't understand this, it means that there are already 8 bullriding rooms. Walking out then back in moves you to the room with the lowest amount of players.
