The city of Sky World shouldn't be PK- But it also shouldn't be the operative GMAP.
Sky World should be nothing more than Era's Online Start Local. It's sole purpose is to provide a central location to house events, starter shops, and assistance buildings such as the missions building, uploads/information house, and perhaps a tutorial area.

A "City style" planet should be added, which is where the real action happens. And with that action it should bring the bulk of the playercount, and deem itself as the operative GMAP due to popularity. And yes-- It should be full-PK; I've already given my thoughts on such an idea here, highlighted in bold:
