Nobody can make good trades on the Pokemon GTS. I've seen trades where people want Pokemon at an impossible level, usually level 9 or under. They also trade the worst Pokemon and expect legendary Pokemon in return. Once I saw someone trading Bidoof who wanted a level 100 Darkrai in return. Wut

I haven't messed with the GTS in a while but there's explanations for this stuff. The level 1 impossibles may either be something to do with hacking(ie wanting hacked pokemon) or something illegitimate like that. The 100 Darkrai for a bidoof is simple: trading with yourself. In order to trade you usually have to have two handhelds. However if you use the GTS and put up some ridiculous trade like wanting a L100 Darkrai for a Bidoof, you can get off, get on your other game and complete the deal.
