IMO on most Ad casters it's just best to rush a brutalizer and hold onto it and get other stuff after, the upgrade is too expensive for what it provides. I probably wouldn't get the bc until later on, once I have my full build or if the enemy is stacking armor.
The black cleaver, alongside the armor penetration changes, gave ad casters much more late game presence since they have better items to purchase. Previously champions like renekton would have to just built tanky besides a LW, and do very little in fights.
The reason the BC seems like a bad item now is because everyone is proactively stacking health now, assuming the enemy will build armor penetration, thus making armor useless. With little armor being shreded(it's a %), the effect from it is minimal.
