Here's what to do:
Take your bike, do laps around Castelia City for about 15-20 minutes. Level up Riolu. Should evolve into Lucario. If it doesn't, ride around on bike for another 10 minutes. Then it will be Lucario after another level. Then level the **** out of it and sweep

I did this... But I used Mimi instead, and No one killed her. She pretty much one-hit everything in her path.
