That's kind of your problem though Impulse buys are almost always regrettable.

Either way, I'd definitely be in favor of giving mounts speed rankings to alleviate this effect. The only problem is mounts actually don't have a speed value. They have an acceleration and friction value... friction is the closest to representing the max speed but it's only factored once in the horse script. Not to mention the difference between the Turtle and Rhino's friction is only 0.045. So ya...
