I like this system, except for the amount of homes not being equal for builder and veteran. Is there a reason why builder and veteran can't both have 5 homes?

Yes; I want veterans to have something greater than builders as a bonus. I still think more than 5 homes is a bit overkill, though, so I kept builders at the same number they've been at for a year and a half (3) and gave veterans the bonus of 2 extra.
