I don't think he was addressing the people unable to properly send an e-mail to request an account transfer. I think he wanted to address to reduction of time for account transfers. Based on the Graal FAQ site it normally takes 2 weeks for an account transfer to complete.

P.S. I'm not agreeing or disagreeing that there should/shouldn't be faster account transfers...just stating my opinion on what I think Paz meant.
