No it doesn't, it means its balanced. Think of it like this. If you give the freeze for running, you'll eventually screw up and justify doing the same thing with the ak on era. Then, the enranged rifle will be OP and you'll have another era. They wont be souizens, it'll be balanced then. If you sit and shoot faster, you'll die faster. That isn't efficient. You have to keep in mind you aren't just engineering the guns for PKing anymore, its for PvE too. Sitting and shooting is not good for PvE, otherwise you should nerf the mobs in missions, which you'd screw missions up, they already need more mobs to spawn in my opinion.
