Well that's just sort of the way it works. They can't hire you if no one knows you exist. I'm sure they hire some applicants solely based on their application and interview if they have the skill, but it's really hard to determine if they would make a good staff member when you don't know them at all.

The problem is that they don't give it a try. They rely solely on what the staff member who's hiring says.
