It still doesn't seem fair. There are people who are better-qualified but they don't have a chance because the staff don't know them.

Well that's just sort of the way it works. They can't hire you if no one knows you exist. I'm sure they hire some applicants solely based on their application and interview if they have the skill, but it's really hard to determine if they would make a good staff member when you don't know them at all.
