Thats BS. You can make way more than 1200 by shelling for 1hour straight. If one gang conquers all the bases the most that can be made from the 100$ base pay every five minutes is 9,600$. Perfectly reasonable. Shelling still would be the fastest way to make cash.
90% of people wont join a extension or allie extension of a gang because they get no pay. Also thats why theres a selected allies not all allies.
