Uh, yeah it is perfectly possible. Take a look at your favorite first person shooters kiddo. Admittedly I haven't played a FPS since quake 3 but the weapons were perfectly balanced.

I chalk it up to massive disorganization, budget and lack of experience. Once you get out of middle school and past high school you start learning about these kind of things and strategies on howto prevent them. Shoot me a message when and if these ever occur!
