1) Turn off Bluetooth and Wifi
2) Restart your iOS Device
3) reconnect to your Wifi and Voilą

If the problem keeps going on, then try to open on Facebook. If it didn't fix, ask your friends if they can send pms, if they can and you can't, contact your ISP.

I can pk/dig and do everything on the server fine but pms never work.
