They aren't going to be able to skype with every single person that comes their way. You get recognized by how you act in the game. If they approve of it and are appealed by how you act you may get reccomendations, when you do street will contact you via pm or via email. They wouldn't have enough time to skype with that many people. Also, you said that they need to suck it up and just go through all of the emails, eh? They get around 1,000 emails for this whole entire thing. This is a quick, easier way to hire people.
I'd assume the Era staff that are already here on the forums could recognize us members and recommend us from there. I also agree, I think applications was a much more fair and efficient way of hiring the PRs. Without applications, recommendations tend to be biased based on players the recommenders already know personally. Applications introduce new people to the scene, allow the employers to have a sample of the community as a whole as opposed to the connections he/she personally made; and there's always hidden talent out there.

I was actually partly hired because of the way that I act here. Also, I'm not a super famous person, people know me as "That kid who AFK's by a tree" So it's not just all biased. Same with EvilXhunter, he wasn't well known at all, no one new him.
