It's supposed so sound like that not every update is a quests update. Sure they can be but as soon as one tree is removed people start saying it's for a quest (I remember a post which was similar to that around here). I gues if there would be a quest update, it would be pretty obvious. It's just annoying that as soon as something is remade people start saying it will be a quest.
