Every town and city? Snowtown is up in the mountains, Onnettown is in the foothills of those mountains. A port couldn't be added to North Graal City due to the fact most of it's sea contact is through the strait between it and Belle Island. Swamptown is completely inclosed. Deadwood is by the sea, but enclosed by large mountains/cliffs. Boats can't fly.

So every town and city? No.
